Cross-Border Legal Experience

With more than 25 years of experience as an attorney in Mexico, Jesus offers a unique perspective on legal matters that involve both U.S. and Mexican jurisdictions. His work focuses on bridging legal systems, helping clients navigate complex issues that extend across borders.

He earned his law degree from the Universidad Anáhuac Faculty of Law in Mexico City. He also holds two advanced degrees, including a master’s from the London School of Economics and Political Science and a master’s in the United States Legal System from St. Mary’s University School of Law in San Antonio. This academic background allows him to analyze legal issues from both international and U.S. legal frameworks.

Leadership in Government and Public Service

Jesus has served in high-level roles within the Mexican government, bringing valuable institutional knowledge and leadership experience to his legal work. He served as a Federal Congressman in Mexico from 2009 to 2012.

In addition, he held the position of Director General for Institutional Relations at the Office of the President of Mexico during the administration of President Vicente Fox. These roles provided him with direct experience in policy, governance, and cross-border institutional coordination.

For more than ten years, he has represented the Tohono O’odham Nation of Arizona and Sonora, Mexico, further strengthening his experience in complex, multi-jurisdictional matters.

He serves as President of Port EPN, a nonprofit organization dedicated to promoting development between Eagle Pass, Texas, and Piedras Negras, Coahuila. His work reflects a broader commitment to strengthening cross-border relationships and supporting the communities that depend on them.
